Tokom oba balkanska rata 1912. i 1913. godine bio je šef Presbiroa pri Vrhovnoj komandi Srpske vojske. U ratnom presbirou je radio i od početka Prvog svetskog rata do 1917. kada mu je dodeljen rad u Ministarstvu inostranih dela. Ekspert na Konferenciji mira u Parizu1919, teoretičar koji je između 1932. i 1936. objavio sabrana dela u sedamnaest tomova, predsednik Srpskog kulturnog kluba (1937—1941). Posle Drugog svetskog rata, Jovanovićeve knjige nisu štampane u Jugoslaviji do 1990. godine. Preminuo je u Londonu. Jovanović je zvanično rehabilitovan 2007. godine.
